The Home Power-Outage Plan: Food, Phones, Heat and Carbon Monoxide

A useful outage plan protects people before appliances: preserve communication, keep combustion outside, make food decisions by time and temperature, and know when the home is no longer safe.

Build the plan around people and thresholds

List what becomes urgent when electricity stops: powered medical equipment, refrigerated medicine, mobility devices, heating or cooling, well pumps, communication, elevators, garage access, pets and household members who need assistance. Contact the medical-device supplier, clinician, pharmacy or utility before an outage to understand backup requirements and local programs. Do not invent a battery runtime or medicine temperature limit; use the exact instructions for the exact device or product.

Set relocation thresholds in writing. Examples include backup power reaching its reserve limit, indoor temperature becoming unsafe, a carbon-monoxide alarm sounding, essential medicine leaving its required range, floodwater approaching electrical equipment or a dependent person losing necessary support. Identify two destinations and transportation options. A plan that begins only after the house becomes unlivable is late.

Keep utility numbers, local emergency alerts, medical contacts, insurance details and the household address on paper as well as in phones. Know how to open an electric garage door manually according to its instructions, but never disengage a door that cannot be controlled safely. If someone relies on an elevator or powered access system, include building management and a reachable support person in the plan.

Stage light, communication and small power safely

Place flashlights or battery lanterns where people can find them in the dark, including by beds and near stairs. Check batteries on a schedule and keep spares stored according to their instructions. Battery lighting avoids the open flame of candles. Do not use damaged battery packs, swollen cells or improvised charging arrangements, and keep all products away from children when their small parts or batteries create hazards.

Charge phones and approved backup batteries before forecast events, enable emergency alerts and write down one out-of-area contact. Text messages may use less network capacity than repeated voice calls, but network conditions vary. Preserve battery by lowering unnecessary screen use and radios while keeping alerts available. A hand-crank or battery radio can add a communication path when internet and cellular service are limited.

Use surge protectors and uninterruptible power supplies only within their rated purpose. A small UPS may give electronics time for orderly shutdown; it is not automatically suitable for heaters, refrigerators, medical equipment or long-duration backup. Never connect a generator to household wiring through an improvised cord or wall outlet. Permanent or transfer equipment belongs with qualified installation, permits, inspections and the generator manufacturer's instructions.

Make carbon monoxide the non-negotiable rule

Carbon monoxide is colorless and odorless and can cause sudden illness and death. Combustion devices become especially dangerous when an outage moves them into garages, porches, basements or near openings. Never use a portable generator inside a home, garage, basement, crawlspace, shed or other enclosed area, even with doors or windows open. Never use a charcoal grill, camp stove or gas oven to heat the home.

The U.S. Consumer Product Safety Commission says portable generators should be operated outdoors only, at least 20 feet from the house, with exhaust directed away from the home and other buildings. Keep the unit away from windows, doors and vents, and follow the exact manual for electrical, fueling, grounding, weather and shutdown requirements. A CO shutoff feature is useful but does not make indoor or too-close operation safe.

Install and maintain carbon-monoxide alarms according to local requirements and manufacturer instructions; CPSC recommends battery-operated alarms or alarms with battery backup on every level and outside sleeping areas. If an alarm sounds, move everyone to fresh air and call emergency services. Headache, dizziness, weakness, nausea, vomiting, chest pain or confusion during an outage can be consistent with CO exposure; get outside and seek emergency help rather than investigating the source first.

  • Outside means fully outdoors—not a garage, carport, porch, shed or partially enclosed space.
  • Distance means at least 20 feet from the home, with exhaust aimed away from openings and nearby buildings.
  • Detection means working CO alarms with battery backup, placed and maintained as instructed.
  • Response means fresh air and emergency services when an alarm sounds or exposure is suspected.

Protect food with doors closed, time recorded and a thermometer

Write down when power failed and keep refrigerator and freezer doors closed. CDC and FoodSafety.gov state that an unopened refrigerator keeps food safe for up to four hours; a full unopened freezer for about 48 hours, or about 24 hours when half-full. Those are planning windows, not permission to ignore actual temperature, door opening or starting condition. Appliance thermometers make the decision less dependent on memory.

After four hours without power, use coolers with ice or another safe cold source for refrigerated perishables when they can be kept at 40 degrees Fahrenheit or below. Follow the current FoodSafety.gov item-by-item charts. Food may be safely refrozen when it still contains ice crystals or is at 40 degrees Fahrenheit or below, though quality can decline. Never taste food to determine whether it is safe, and do not rely on smell or appearance alone.

Keep shelf-stable meals, drinking water and a manual can opener in the household supply plan, accounting for dietary and medical needs. Do not cook indoors with outdoor combustion equipment. If local officials issue a water advisory, follow it for drinking, cooking, brushing teeth, ice and dishwashing. A blackout does not automatically mean water is unsafe, but a private well or utility disruption may change the answer.

Control temperature, electrical hazards and restart

Dress in layers during cold conditions and consolidate people into a safer area, but do not improvise indoor combustion heat. During heat, reduce exertion, use shade and ventilation when conditions allow, and relocate to a cooling location before vulnerable people become ill. Local emergency guidance should determine when warming or cooling centers are open. Check neighbors without entering an unsafe building or taking on a medical role beyond your training.

Stay away from downed lines and anything they touch, and report them to the utility or emergency services. Do not enter standing water near electrical equipment. Unplug sensitive equipment when appropriate to reduce risk from restoration surges, but preserve devices that must remain operating under their instructions. Use extension cords only when the generator or appliance manufacturer permits the exact outdoor-rated setup and capacity; never run cords where water, doors or foot traffic can damage them.

When power returns, check the home deliberately. Confirm CO and smoke alarms are normal, inspect appliances for unusual odor, heat or damage, and restore loads according to utility and manufacturer guidance. Record outage duration and refrigerator or freezer temperatures before deciding what to keep. Recharge backups, replace used supplies and revise the plan while the failures are clear. The objective is not self-sufficiency at any cost; it is an orderly path to a safer place when the home's systems no longer support the people in it.
